Introduction
- The Government of the Northwest Territories (GNWT) and the Union of Northern Workers (UNW) acknowledge the mutual benefits to be derived from joint consultation. A Union-Management Senior Joint Consultation Committee (SJC) provides joint consultation on terms and conditions of employment, and other matters of mutual concern.
Application
- These guidelines and procedures apply to those employees who participate in the SJC Committee.
Guidelines
- The SJC Committee shall discuss and attempt to arrive at mutually agreeable solutions to problems or issues identified by either party.
Procedures
- The terms of reference of the SJC Committee shall be determined jointly by the UNW and the GNWT. The terms of reference will be subject to amendment only by mutual consent, and form part of the Collective Agreement.
- SJC Committee meetings shall be held when required, with no less than one per quarter, by agreement of the President of the Union and Deputy Minister of the Department of Human Resources, or his/her designated representatives. Additional meetings may be convened as required at the request of either party.
- No SJC Committee meeting will be official unless at least three representatives from each party attend, including the President of the Union and the Deputy Minister of the Department of Human Resources, or his/her designated representatives.
- Up to three Union members of the SJC Committee who are not on leave under Article 12.09 of the Collective Agreement shall be granted leave with pay to attend SJC Committee meetings.
- Minutes of the Committee meetings shall be prepared and signed by at least one member of each party.
